1.5. A Non-Compliance Report may be a Judgement of Fact provided that the Scrutineers concerned satisfy the criteria as Judges of Fact in accordance with Ch. 2 App. 8 Art. 1.8.

Appendix 4- Permitted Tyre Lists
2. Tyres for All Rallies
2.1. For Rallies, all tyres used on the Public Highway must comply with the relevant Motor Vehicle Construction and Use Regulations, in addition to requirements specified in Ch. 13 App. 15 Art. 4( Road Rallies), Ch. 13 App. 15 Art. 13( Historic Road Rallies), Ch. 13 App. 15 Art. 7.15( Endurance Road Rallies), Ch. 13 App. 16 Art. 7( Stage Rallies) and Ch. 13 App. 17 Art. 7( Historic Stage Rallies), and the following regulations.
3. Tyres for Road Rallies 3.2. For Endurance Road Rallies only tyres on List 4 are permitted.
Appendix 4 – Permitted Tyres Lists
LIST 1B Road Tyres designed primarily for motor sport use in compliance with Art. 1.3
4.7 Some tyres below are available in sizes and tread compounds that do not comply with Reg 117. Only those tyres below in compliance with both Reg 30 and Reg 117( unless exempt) are valid.
4.8 EU Regulation 1222 / 2009 for tyre labelling exempts tyres designed for use on Vehicles first registered before the 1st October 1990, therefore a number of tyres remaining on List 1B will only be valid for Vehicles registered before this date unless stated otherwise in specific Technical Regulations, those tyres are appropriately annotated below.
4.9 It is prohibited to re-groove tyres in this list.
